Guide Form Specification for Single Step Power Factor Correction Capacitor Bank This specification is for a medium voltage three phase pad-mounted capacitor bank consisting of one step of ________ kvar at ________ kV. The bank is _________ (manually/automatically) controlled. The bank shall have the provisions or be equipped with the following options: ? Blown fuse detection system ? Current controller ? Vacuum switches ? Three phase ammeter ? Oil Switches ? Key interlock system ? Vacuum contactors ? Control power transformer ? Power factor controller ? Interlocked ground switch (Note: If any of the above options are chosen, an appropriate section for each should be added to this specification). The bank shall come fully assembled and ready for interconnection. All exceptions to this specification shall be clearly stated with your bid. If no exceptions are taken, the bid should include the phrase "no exceptions have been taken". 1. Enclosure 1.1 The capacitor bank shall consist of a single (1) enclosure with a NEMA ________ (1, 3R, 4X 12) rating, which will house all components, including fuses, capacitors, switches and associated controls. Two enclosure systems requiring nipple connections will not be allowed. 1.2 The enclosure shall be fabricated from 10 gauge cold rolled steel, and all seams shall be continuously welded and ground smooth to present an attractive appearance. 1.3 The enclosure shall be white enamel inside, ANSI gray enamel outside, over galvanized surfaces. 1.4 The enclosure shall have a continuous 1/4" x 1" ground bus along the entire width of the enclosure. 1.5 The door shall be provided with a heavy duty 3-point latching mechanism with rollers installed on the latch bar ends for easy door operation. 1.6 The capacitor bank enclosure shall be equipped with the provisions for expansion up to ______ KVAR at ______ KV and 60 Hertz. 2. Capacitors 2.1 The capacitor bank shall be constructed with three ______KVAR, _____KV, single phase double bushing capacitors connected in an ungrounded wye . 2.2 The capacitors shall include a stainless-steel tank and mounting brackets with a light gray finish. All capacitors shall meet the latest applicable ANSI standards and shall be of a film type with solderless connections. The dielectric fluid is to contain no PCB's and capacitors are to be labeled PCB free. Each capacitor shall contain an internal discharge resistor to reduce the stored voltage to 50 volts or less within 5 minutes from disconnection. 2.3 Capacitors shall have a ________ BIL rating. (75 kV for 5kV systems, 95kV for 15kV systems, 150kV for 34.5kV systems) 2.4 Capacitors shall be protected from sustained overvoltages due to capacitor unit failure and/or system ground faults. 2.5 Capacitors shall be mounted on C4X5.4 channel for rigid, and stable construction. 2.6 Each capacitor shall be protected by a full-range current limiting fuse with blown fuse indicators. 3. Protection 3.1 Each capacitor shall be protected by a full range current limiting fuse with blown fuse indicators. 3.2 For banks that are to be equipped with a blown fuse detection system, add the following: A neutral unbalance voltage detection system shall be provided to indicate a blown fuse and to protect the capacitors from a sustained over-voltages due to capacitor unit failure and/or system ground faults. The neutral sensor shall be a precision resistive voltage divider, calibrated to better than 1% accuracy. It shall be molded from POLYSIL, a high dielectric strength anti-tracking material. The relay shall have two (2) set points. The first set point shall alarm for a blown capacitor fuse that will not cause damage to the remaining capacitors. The second set point shall trip the bank off-line for voltages that will cause capacitor damage. The relay shall be equipped with a digital display that indicates the neutral voltage at all times. This relay shall be factory pre-set. 4. Load Interrupter Air Disconnect Switch 4.1 The capacitor bank shall be supplied with an externally chain operated load interrupting switch that accomplishes capacitive current interruption utilizing the dual arc extinguishing system based on the auto-pneumatic air-blast and hard gas nozzle principle. The switch shall be capable of interrupting the load current of the capacitor bank. Test reports shall be provided upon request. The switch shall be rated at 135% of the banks nominal current rating and shall have a 40 kA RMS momentary asymmetrical rating. The handle operator shall be mounted on the front of the enclosure. 4.2 If the bank is equipped with a ground switch, it shall be mechanically interlocked with the air- disconnect switch. The ground switch shall be tested in accordance with ANSI/IEEE standards. Data sheets shall be provided upon request. 4.3 If the bank is equipped with main incoming fuses they shall be the current limiting type. 5. Controls 5.1 All low voltage controls shall be completely isolated from the high voltage compartments. The controls shall be accessible while the bank is energized. 5.2 All Control wires that connect to components inside high voltage compartment shall be enclosed in metal or aluminum conduit. 6. Submittals 6.1 Upon issue of a purchase order, the supplier shall provide _____ copies of approval drawings. The approval drawings shall include: -Installation Instructions - Single Line and three line diagrams - Drawings showing component layout - Date sheets for all internal components - Material listing 7. Bid Requirements 7.1 Supplier must state all exceptions in the Bid. If no exceptions are taken, the supplier must state that there are no exceptions. 8. Acceptable Product & Suppliers 8.1 Suppliers must offer a minimum 2 year warranty and have available extended warranty programs. 8.2 Supplier must have a licensed professional engineer on staff that has a post graduate degree in electric power engineering. Credential shall be supplied upon request. 8.3 Supplier must show that theyt are a regular supplier of medium voltage pad-mounted capacitor banks. Product literature and a list of customers that have purchased similar products shall be supplied upon request. 8.4 Suppliers must be able to provide performance guarqantee in regards to harmonics and power factor. 8.5 The supplier will be responsible for cable coordination. 8.6 Acceptable Manufacterer and Product: MVSCT by Northeast Power Systems, Inc. (NEPSI) Specification of Optional Accessories The MVSCT can be equipped many different accessories. The specifications sections for many of the commonly installed accessories are listed below. Add these to the guide form specification if they are to be supplied. Vacuum/Oil Switches The capacitor bank shall be switched by a single phase, motor operated, vacuum/oil switche that has been tested in accordance with ANSI Standard C37.66. In addition to the motor operator, the Vacuum/Oil switches shall have the capability of being operated with a hook stick. The control system shall prevent the vacuum/oil switches from operating more than once in a 5 minute period. Power Factor Controller The digital power factor control relay shall be equipped with a digital display of power factor and capacitor stages. There shall be visual indication by means of an LED for: energized capacitor stages, capacitive/inductive load, and target power factor obtained. The controller shall have stepless adjustment of starting current and target power factor with 25 control programs for 3 to 27 steps. The controller shall have a built in 5 minute time delay. Interlocks The capacitor bank shall be equipped with a keyed interlock system to prevent unauthorized and out of sequence entry into the capacitor bank. The interlock scheme shall include the upstream protective device (where necessary), the capacitor banks air disconnect switch, ground switch (when provided), vacuum switches (when provided), and the enclosure door. The keyed interlocks shall be mounted behind the enclosure door with the key-holes protruding through the doors. The locks shall be equipped with stainless steel spring covers. The keyed interlock system shall allow all doors to be opened at one time.
